FSC·LCC

"Low Cost Carrier" is called "LCC" for short. They are airlines which realize low cost that is not available from traditional airlines by a radical cost reduction.
In contrast with the emerging LCC, traditional airlines are called "FSC", short for "Full Service Carrier".

Four-part council meeting

It consists of four parties; the Ministry of Land, Infrastructure, Transport and Tourism, Chiba prefecture, 9 municipal governments around the airport, and Narita International Airport Corporation, and aims to discuss the issues toward capacity enhancement and promotion of coexistence of the communities and the Airport.

Time value of Narita Airport is currently 68 times.

Airport capacity

Total of the number of times of flight departure/arrival possible per year.
Narita Airport has achieved an agreement from the local community on 300,000 times per year, and are going to operate within that frame.

Curfew

Hours during which no airplanes are allowed to take off or land at the airport. At Narita Airport, takeoff and landing have been prohibited between 23:00 and 6:00 in principle since opening of the airport in 1978. However, takeoff and landing have been permitted exceptionally during such time period in emergency events only if the case is emergent and can not be helped, such as when the weather is bad at Narita Airport or when safety of the airplane or life of passengers is threatened.
By the agreement made at the four-party council meeting held on March 29, 2013, "flexible operation" of curfew was commenced where takeoff and landing is permitted from 23:00 to 24:00 only when a delay cannot be attributed to an airline company; for example bad weather at a departing airport.

Noise contours

"Contour" is a line drawn by connecting points of a same value like an isobaric line of a weather chart or a contour of a map, showing the prediction horizon of the noise area.

Lden

Lden is used as an evaluation index for aircraft noise in Act on Prevention of Damage caused by Aircraft Noise in Areas around Public Airports and Act on Special Measures concerning Countermeasures against Aircraft Noise around Specified Airports. It represents the amount of noise in a day with the corrected value of +5dB in the evening hours (19:00-22:00) and +10dB in the nighttime (22:00-7:00) when the noise is heard louder than it actually is.

LA,max

Although both Lden and LA,max are expressed using the same unit called dB (decibel), Lden indicates the total amount of noise in a day, and is an evaluation index for aircraft noise used as a reference for countermeasures while LA,max indicates the maximum noise level from a single airplane
